Northeast Alabama Community College is a SARA-approved institution through the Alabama Commission on Higher Education (ACHE), and a member in good standing with the National Council for State Authorization Reciprocity Agreements (NC-SARA).
The State Authorization Reciprocity Agreement (SARA) is a voluntary agreement among its member states and U.S. territories that establishes comparable national standards for interstate offering of postsecondary distance education courses and programs. Distance education, for the purpose of SARA, is defined as instruction offered by any means where the student and faculty member are in separate physical locations. It includes, but is not limited to, online, virtual, and correspondence courses or programs.
NOTE: For purposes of SARA, distance education also includes a limited number of group activities conducted for short periods on the ground in states other than Pennsylvania, including supervised field experiences for students such as field trips, practica, student teaching, clinicals, and internships.
SARA is intended to make it easier for students to take distance education courses and/or programs offered by postsecondary institutions that are based in a state other than the state where a student is physically located. The student’s physical location is determined by where the student participates in the distance education activity, regardless of whether or not it is the student’s legal state of residence. Such cases may include military assignments, temporary employment relocation, incarceration, etc.
SARA policy is intended to be consistent with federal law and is therefore subject to change based on federal rulemaking. California is the only state that does not currently participate in NC-SARA. NACC is an out-of-state public institution with no physical presence in California and is not under the purview of the California Bureau of Private Postsecondary Education. Bureau approval for NACC to offer its online programs to residents of California, therefore, is not required. NACC is in compliance with California regulations concerning postsecondary distance education.
The Federated States of Micronesia (FSM) has no regulations, policies, or laws that restrict US institutions from providing distance education to citizens of FSM.
The Republic of the Marshall Islands has no regulations or rules regarding the authorization of distance education programs.
Student complaints against an institution operating under NC-SARA go first through the institution’s own procedures. Out-of-state students who file complaints or appeals should follow the procedures outlined in the “Northeast Alabama Community College Catalog and Student Handbook.” If institutional procedures have been completed and the situation is not resolved, then the student may proceed to the State Portal Entity to complete a written complaint.
Northeast Alabama Community College offers degree programs that lead to professional licensure with the State of Alabama and may allow graduates to be eligible for licensure in other states. Per U.S. Federal Regulations, 34 CFR § 668.50 (2016 Rules), 34 CFR § 668.43 (2019 Rules), and in compliance with the State Authorization Reciprocity Agreement (SARA) Manual, Northeast Alabama Community College provides public disclosures for programs reasonably assumed to lead to professional licensure or certification. Public disclosures are strictly limited to the college's determination of whether the degree programs, if successfully completed, would be sufficient to meet the educational licensure or certification requirements in a state.
Students and prospective students are strongly encouraged to contact the state’s licensure entity where they intend to practice using the program links provided to review all licensure and certification requirements imposed by the state(s) of choice.
These disclosures do not provide any guarantee that any particular state licensure or certification entity will approve or deny an application. NACC shall not be held liable if a student is unable to qualify for licensure or certification in any jurisdiction. Additionally, these disclosures do not account for changes in state law or regulation that may affect an application for licensure that occurs after these disclosures have been made.
Relocating to a different state after admission into a degree program may impact whether a student can remain in the degree program, meet the state licensure requirements, and/or continue to receive financial aid funding. It is the student’s responsibility to notify the institution of a change in physical location.

Please note that some states do not recognize the Advanced Emergency Medical Technician (AEMT) position. For those states, individuals are employed as basic EMTs or paramedics only; thus, a person employed as an AEMT in Alabama would be used as a basic EMT in a state that does not recognize AEMT.
While certification indicates an entry-level competency standard has been met, state licensure is what gives individuals the right to work in a particular capacity. Nationally Certified EMS providers who are not state-licensed cannot practice. After obtaining National EMS Certification, individuals must obtain a license to work from the state EMS office in the state(s) for which the individual plans to practice.
