3.2.6. There is a clear and appropriate distinction, in writing and practice, between the policy-making functions of the governing board and the responsibility of the administration and faculty to administer and implement policy.

Compliance.

NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE

Northeast Alabama Community demonstrates compliance. The Alabama State Board of Education is the governing board for NACC. State Board Policy 210.01 delineates the responsibilities for policy development at both the system and institutional level. The State Board of Education, working in concert with the chancellor, is charged with the development of policies for the governance of the institutions within the Alabama College System. The development of institutional policies is delegated to the president of each institution, with the stipulation that all local policies adhere to State Board policies as well as the chancellor’s regulations, federal and state statutes, and any judicial directions. The State Board delegates the authority and responsibility for the operation, management, control, supervision, regulation and improvement of the colleges within the system to the chancellor, and to the president the responsibility for the day-to-day operations of the college (Board Policy 102.04, Board Policy 203.02).

 

At Northeast Alabama Community College, the president, other administrative and academic officers, faculty, and staff work cooperatively to implement and administer policy to fulfill the mission of the institution, as evidenced by the institution’s organizational charts and in the following local publications: Faculty & Staff Handbook, Institutional Management Plan, Information on Fulfillment of the Mission, and Unit Goals, Evaluation, Use of Results, available both in print and online. An explanation of institutional planning and management is presented in Core Requirement 2.5.
