NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
Northeast Alabama Community College demonstrates compliance in the selection and evaluation of the chief executive officer. The designated chief executive officer of Northeast is the president. In compliance with State Board of Education Policy 203.02, the president is appointed by the Alabama State Board of Education upon the recommendation of the chancellor. Application is made to the Chancellor of the Department of Postsecondary Education, who designates a president within the Alabama College System to chair a presidential search committee. The search process culminates with a recommendation by the chancellor to the board, which may or may not accept the chancellor's recommendation. State Board Policy 203.01, included as a supporting document, outlines the specific procedures for the recruitment and selection of a president. The president serves at the will of the board and answers to the chancellor and the board for the administration of the institution in accordance with all laws and board policies. Included in the documentation are a sample vacancy notice for a president's position within the Alabama College System and a copy of an application for the position.
The chancellor, as chief executive officer of the Department of Postsecondary Education, is responsible for the evaluation of the president and reports the results to the Board. The current president of Northeast, having served less than five years, is evaluated annually, in accordance with State Board Policy 607.01. The evaluation document, provided in the documentation table, includes fourteen areas of evaluation. The president provides a written overview statement of each evaluative area, with appropriate supporting documentation. The chancellor's written response is in the form of comments, recommendations, commendations, and a rating of Excellent, Good, or Unsatisfactory in each of the fourteen areas. An overall rating is made in accordance with the formula defined in the evaluation document. Using the results of the evaluation, the chancellor may devise as necessary a professional development plan to address any deficiencies identified during the evaluation process. Individuals who have served as president for a period of five to ten years are evaluated biennially; those who have served for more than ten years are evaluated every three years. A copy of the 2003 evaluation document completed by the current president is on file and available for review in the Office of the President.
