SPECIAL CIRCUMSTANCES
Eligibility is normally based upon the prior year's income. Under certain
circumstances, however, eligibility may be based on current year income. Death
of a parent or a spouse, separation or divorce of a parent or a spouse, loss or
income due to natural disaster, or unemployment for ten weeks would allow one to
file for special conditions and base eligibility on current year income. A
student with one of these conditions should contact the Director of Financial
Aid.
DEPENDENT / INDEPENDENT POLICY
The Federal Government has identified, for student financial assistance
programs, certain categories of students who must be considered independent
financial aid applicants. For 2006-07, a student is considered an independent
financial aid applicant if he or she meets one of the following criteria:

was born before January 1, 1983
▪
is a veteran of the U.S. Armed Forces
▪
is an orphan or ward of the court
▪
has a legal dependent other than a spouse
▪
is a married student
▪
is a graduate or professional student
An independent financial aid applicant is not required to submit parental
information in the application process.
However, if the independent applicant is married, spousal information must be
reported. A student who cannot meet at least on of the criteria is considered a
dependent applicant and must provide parental information in the application
process.
ENROLLMENT POLICY
Students must be enrolled or accepted for enrollment in a program leading to a
degree or certificate from Northeast. Students admitted as special, temporary,
transient, post-baccalaureate, and non-degree graduate do not meet this
requirement. Students will not be paid retroactively for terms for which they
are classified as ineligible.
The list below can be used to determine your status.
Full-time = 12 - 25 plus semester hours
3/4 time = 9 - 11 semester hours
1/2 time = 6 - 8 semester hours
1/4 time = 1 - 5 semester hours
REFUND / REPAYMENT POLICY FOR
STUDENTS RECEIVING FEDERAL TITLE IV AID
The following refund/repayment policies are required by Federal Regulations for
students with Title IV aid withdrawing from all classes at Northeast and should
not be confused with the school's refund policy for changes in enrollment
status.
As required by Federal Regulations, as of July 1, 1993, all students with Title
IV Aid due refunds from a total withdrawal from school will have the refund
credited to Title IV programs in the following order:

Federal Pell Grant Program
▪
Federal SEOG Program
▪
Any Other Title IV Programs
▪
Student
Any student at Northeast Community College will be subject to a pro rata refund
as the College refund/repayment policy as required by Federal Regulations as of
November 1, 1999. Examples are available from the Financial Aid Director.
REQUIRED STANDARDS OF PROGRESS
Northeast Community College is required by the Higher Education Act of 1965, as
amended, to establish standards of satisfactory academic progress for students
receiving financial aid under the Title IV Programs. The following policy
applies to all students who received Title IV assistance for the 1987-88 award
year and later but who have not received assistance in a previous year.
Students are eligible academically for financial aid during their first two
semester of full-time equivalent enrollment at Northeast. To be eligible for
renewal awards, students must have successfully completed 66% of hours attempted
with a 1.5 GPA.
Required GPA levels for a student according to number of hours attempted at the
institution:
1 - 24 hours earned: GPA 1.50
25- 48 hours earned: GPA 1.75
49+ hours earned: GPA 2.00
Financial aid may be received up to a maximum of three academic years (six
semesters of full-time equivalent enrollment or a maximum of 96 hours) to
complete associate degree programs. However, periods of enrollment in which
students did not receive federal financial aid must be included in the maximum.
A student enrolled half-time or three-fourths time will have the maximum
allowable time extended proportionally.
Students may withdraw from the College one time while on financial aid without
penalty. Students who withdraw the second time while on financial aid will
become ineligible for financial aid. Semesters in which students withdraw or
drop courses will be counted toward the maximum semesters of eligibility.
Students who fall below the minimum standards of progress due to one or more
incomplete grades will be allowed the ensuing quarter of enrollment on financial
aid. Incomplete grades must be removed during the College's prescribed time.
Development courses are institutional credit courses and cannot be applied
toward degree requirements, but are included in GPA calculations. However, these
courses are eligible for financial aid.
Satisfactory academic progress is monitored at the end of two semesters of
enrollment and again at the end of four semester of enrollment. A student who
has become ineligible for financial aid will have his/her eligibility reinstated
when he/she attains satisfactory academic progress.
Students who have had financial aid canceled for any reason may appeal to have
their aid reinstated or the maximum time period extended. The appeal must be
submitted in writing to the Financial Aid Officer. A committee charged with
hearing the appeals may waive the satisfactory progress requirement for injury
to students, illness of students, death of relatives of students, or in cases
where students have experienced undue hardships as a result of special
circumstances.
Course Repeats: Courses for which a W, F, or D was received may be repeated a
maximum of one time. Such courses are counted as enrollment toward the hours
attempted for calculation of required grade point average and the maximum time
the student is eligible to receive aid.
